My respect to Your Excellency, Minister of Interior, Sr. Francisco da Costa Guterres;
Directors and Representatives from line ministries;
Ambassadors;
Representatives of Civil Society Organizations, and colleagues;
National and International Partners;
Mediators and coordinators;
Members of the Media;
Members of the UN Family;
Distinguished guests;
Ladies and Gentlemen;
Bom dia!
Today, as we inaugurate the first National Mediation Network of Timor-Leste, it is my honour to extend heartfelt congratulations to each one of you— the diligent representatives from line ministries and civil society organizations and the committed mediators and coordinators who work tirelessly to facilitate alternative dispute resolution across our beloved nation.
In a time where we bear witness to unprecedented conflict and escalating threats to global and regional peace, mediators bear a profound responsibility. Your work in fostering dialogue, promoting mutual understanding, and seeking common ground amidst diversity and adversity is invaluable to our local communities, our region, and indeed the world.
As the United Nations Secretary-General António Guterres once said, "Mediation is one of our most important tools to reduce and end conflict." This gathering reflects the power of that belief, demonstrating the shared and unwavering commitment of the Government and civil society in mitigating community conflicts and resolving disputes in Timor-Leste.
I applaud the efforts of the Eighth and Ninth Governments of Timor-Leste in leading this initiative to form this pivotal Network. Their work to pool together expertise and experience is laudable. This initiative will contribute to the implementation of the new Government Programme 2023-2028 and the second-generation National Action Plan to implement United Nations Security Council Resolution 1325 on Women, Peace, and Security.
Moreover, I express my deep gratitude to my colleagues from the United Nations family, including UN Women, for their tireless support in building this National Mediation Network.
Ladies and Gentlemen, the creation of this Network and the joint dedication of the Timorese mediators in promoting community-based conflict resolution will significantly contribute to the achievement of the Sustainable Development Goals, particularly Goal 16 - Peace, Justice, and Strong Institutions.
In the words of UN Deputy Secretary-General Amina Mohammed, "The rule of law is the bedrock for peace, justice, and inclusivity in all aspects of society." This Network exemplifies this sentiment, forging stronger ties amongst mediators, governmental institutions, and civil society. Together, we bolster our collective capacity to strengthen social cohesion, bridge divides in local communities, and promote justice for all Timorese people.
As always, the United Nations stands united with the people of Timor-Leste in the journey towards a more peaceful, equal, and sustainable future. We promise to align our programming and support with the Government’s priorities in development and national security.
