United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030
The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030 is the primary instrument guiding the collective contributions of the UN development system in Timor-Leste.
It represents a strategic partnership between the United Nations and the Government of Timor-Leste, aligned with the country’s Strategic Development Plan (2011–2030), the IX Constitutional Government Programme and Timor-Leste’s commitments to the 2030 Agenda for Sustainable Development. It reflects the shared vision for a more inclusive, resilient and sustainable Timor-Leste, particularly considering the country’s status as both a Least Developed Country (LDC) and a Small Island Developing State (SIDS), with unique structural and environmental vulnerabilities.
The UNSDCF is the result of an inclusive, participatory process co-led with the Government and involving civil society, private sector, youth, development partners and communities across the country. Key partners included particularly women’s groups, youth-led organizations, organizations of persons with disabilities (OPDs) and private sector actors. Additionally, development partners and the government were consulted through bilateral engagements and the UN-Government Steering Committee.
